Winning the lottery is good luck. But only the winners rarely think about paying the tax. By law, they must come to the tax on their own and pay interest. In order for the state not to lose huge sums, the State Duma is going to introduce a law that would oblige organizers to pay taxes. Bookmaker companies and sweepstakes are already working according to this scheme.
Already almost 2 years the state monopoly onthe organization of lotteries. In Russia there are eight now. The most popular are "Gosloto 6 of 45" and "Golden Key", where you can win money, real estate or a car.
According to the Tax Code, lottery players andsweepstakes become payers of personal income tax and are obliged to pay 13% of the tax. When you receive funds to the winner's account, the amount comes already with deduction of taxes.
Do not levy tax on "incentive lotteries" inSupermarkets, whose purpose is to attract more buyers. But even there, if you win more than 4000 rubles, 35% of the tax is withdrawn, which you have to pay yourself. Anyone who does not pay the tax will be fined. If a lucky person is caught, of course.
To levy taxes from the organizer of gambling,a tax organization needs to know about it. The authorities need to fix the payment obligations for these operators. Equivalent to tax agents are collected objects that pay out or transfer the winnings in the amount of 15,000 rubles. The bill proposes to reduce the amount of winnings through a bet: when buying a ticket for 100 rubles and winning 1000, the tax is withdrawn from the amount of 900 rubles.
The Budget and Tax Committee has long consideredissues of taxation of the organizers of gambling. The bill is under consideration from April 5. "The bill is about ordering the situation. Processing centers of bookmaker companies andtotalizators themselves are engaged in the calculation of interactive rates. For them, an annual fee of 2.5-3 million rubles is set. Figures can be adjusted. According to the deputy from the LDPR Sergey Katasonov, many market participants consider this proposal to be justified. "I think the figure itself can be adjusted," the deputy said. "But on the whole, it's time to increase taxes, because processing centers have big turnover." Only it is unlikely that an increase in interest will allow replenishing the budgets of regions, since processing centers are concentrated in large cities.
That such a bill would alloworder, says Sergei Riabukhin, head of the Federation Council Committee on the Budget and Financial Markets. He also notes that there should not be a non-state lottery business.
